Photoshop is an easy app to edit image. There are many tool which are used to edit image.

To make it convincing it isnt quite as simple as they make out. I am sure that Eric, Graham or others will give you all the detail but it is equally easy to make an average image complete rubbish. Used skillfully Photoshop or other pixel level editors are able to enhance an image so it is great or good.
