Ah Robert you are being swayed by the present rather than the rationale that says that you dont need HMRC if we didnt want/need Trident missiles, submarines and all the other military armaments that are deemed by politicians to be necessary to deter other megalomaniac politicians from doing dangerous deeds.

The anarchist tendency is not for no order and rules but it is for a method of ruling without hypocrisy of politics and stringent rules.  There is a rule of common law and righteousness but what becomes missing is the enforcement part.  Without enforcement you get into a who rules anyway place and then it does become truly anarchic.
