Mate of mine in the UK is a very knowledgeable bug man - he sent me this:

It's a type of Bagworm, a moth that is named because the caterpillars make a bag to travel about in for protection (much like Caddis Fly larvae do in the UK). There are lots of different species of these in Australia and here is a link that will give you ore information.

Some of them get quite big!!! They are all harmless, but quite interesting.
